Mid-Year Review of the Humanitarian Appeal 2006

Introduction

Seventeen consolidated appeals and two flash appeals in 2006 bring together key organisations on the ground – non-governmental organisations, the Red Cross and Red Crescent Movement, the United Nations, and other international organisations – to present strategic action plans and detailed project proposals for the world’s largest and most acute humanitarian crises.  Their aim is to provide people in need the best available protection and assistance, on time.

The United Nations Secretary-General launched “Humanitarian Appeal 2005”, outlining key humanitarian issues and trends and summarising the 2005 Consolidated Appeals, in mid-November last year. This Mid-Year Review examines progress made to date in 2005, analyses some of the key challenges in humanitarian financing, and highlights remaining priorities in countries and regions with a Consolidated Appeal.

Humanitarian country teams in each crisis with a consolidated appeal (or comparable concerted action plan) have completed their mid-year reviews, compiling information on outputs to date compared to the targets stated in their plans for 2011, analyzing key humanitarian indicators and trends, re-calibrating their strategies and re-validating the detailed operational plans and funding requests.  This document summarizes trends, innovations, and (in the second part) each country’s mid-year review.
