For decades, Colombia has experienced ongoing insecurity and displacement as a result of conflict between the Government and armed groups. Humanitarian partners estimate that 285,000 people remain displaced despite the ongoing peace talks. Colombia is also vulnerable to natural disasters.
Despite these challenges, there has been little donor interest in Colombia and funding for humanitarian action has been low. For example, UN agencies reported that humanitarian activities only received 37 per cent of required funding (excluding the food component) in 2013.
In January 2014, CERF allocated US$4.5 million from its Underfunded Emergencies window to help humanitarian partners sustain emergency aid operations in Colombia. In 2013, the country received $3.5 million from CERF.
