In 2010, the humanitarian community established the Pakistan Humanitarian Fund (PHF) as a funding mechanism to support the delivery of priority humanitarian needs identified through joint planning and an inclusive and field-driven decision-making process, but while retaining the flexibility to allocate funds to unforeseen events or special requirements.
The PHF reinforces the leadership and coordination role of the Humanitarian Coordinator (HC) by driving funding to needs-based priority sectors and geographic areas. The PHPF also aims for a more inclusive approach by working with a variety of implementing partners in a complex operational environment.
The PHF has the following main objectives:
- Support life-saving and life-sustaining activities while filling critical funding gaps.
- Strengthen coordination and leadership primarily through the function of the HC and by leveraging the cluster system during transition.
- Improve the relevance and coherence of humanitarian response by strategically funding priorities as identified under the Humanitarian Response Plan (HRP).
- Expand the delivery of assistance in hard-to-reach areas by partnering with national and international NGOs.
The majority of PHF funding acts as a bridge to cover gaps in humanitarian service provision of urgent humanitarian needs. In many cases, this has been the only funding available to meet critical humanitarian needs. An accountability framework provides a set of risk management tools to address risks that i) may hinder the ability of CBPFs to achieve their objectives, and ii) are taken into consideration while disbursing funds to implementing partners.
Since August 2010, more than US$82 million has been allocated for humanitarian projects, assisting more than 6.2 million people. To date, humanitarian partners have completed 349 projects in response to the complex emergencies and natural disasters, and 13 projects are ongoing. More than 93 per cent of funds were allocated to NGOs, with 60 per cent going to local NGOs.
The PHF is the key humanitarian funding window for many Pakistani NGOs. Gender considerations are maintained in all projects. A gender-marker kit is applied in the fund-allocation process. Risk management, a complaints mechanism and a monitoring framework for the PHPF have been developed based on a consultative process with PHF stakeholders, and are included in the PHF Country Operational Manual.
Current Humanitarian Context:
Since 2008, there have been several displacements from Pakistan’s Federally Administered Tribal Areas (FATA) due to military operations and sectarian violence. The effects of the protracted displacement, coupled with long, harsh winter-weather conditions, has had a devastating effect on the civil amenities in FATA agencies, thereby rendering most of the dwellings and other infrastructures dilapidated. Some 5 million people were displaced from FATA and the Malakand Division of Khyber Pakhtunkhwa (KP).
