Policy and Governance

Key Governance Documents: Here are the Terms of Reference for the CHF as well as the Allocations Guidelines, outlinining the process by which funding is allocated.

The Sudan CHF brings together many key stakeholders to support the timely allocation and disbursement of donor resources to Sudan’s most critical humanitarian needs under the HC’s direction.

It is led and coordinated by the HC. The HC will undertake activities in relation to the CHF with support and advice provide by the OCHA CHF Humanitarian Financing Section, the Administrative Agent (UNDP) and the CHF Advisory Group.

The CHF Advisory Group will represent the views of donors, the UNCT and the NGO community, and provide strategic guidance and advice to the HC in managing the CHF and its policies. The group will also provide a forum for representatives and the HC to discuss funding gaps and share information on funding coverage. Participants will represent their respective communities, not individual agency opinions.

The CHF Working Group of the CHF Advisory Group will:

a)  Support the CHF Advisory Group.

b)  Review and make recommendations on allocation policies.

c)  Review and make recommendations on evaluation recommendations and next steps.

d)  Review and make recommendations on CHF management procedures.

e)  Conduct the final review of allocations and ensure fairness and compliance with the CHF process.

Sector leads will lead processes at the sectoral level to ensure a transparent and strategic allocation process. They ensure a more coherent and effective response by mobilizing sector partners to respond in a coordinated, strategic manner.
