UN Resident/Humanitarian Coordinator

Yacoub El Hillo was appointed as UN Resident/Humanitarian Coordinator and UNDP Resident Representative for the Syrian Arab Republic in August 2013 after having served as UNHCR’s Director of the Bureau for the Middle East and North Africa at Headquarters in Geneva since 2010.

Prior to that, he was UNHCR’s Regional Representative to the Gulf Cooperation Council Countries in the Kingdom of Saudi Arabia from 2009-2010. He served as UNHCR Representative in Tanzania (2006-2009) and was Deputy Reconstruction and Humanitarian Coordinator, United Nations Assistance Mission for Iraq in Baghdad from 2005-2006. For two years (2003-2005), Yacoub was Representative, UNHCR Operations in Iraq. He was Senior International Partnerships Officer, working with the United Nations Fund for International Partnerships in New York (2002-2003) and from 2001-2002, Chef de Cabinet, High Commissioner’s Office at UNHCR Headquarters, Geneva.

During 2002, he also deployed as UNHCR’s Senior Emergency Coordinator in Southern Afghanistan. Yacoub was Executive Assistant to the Deputy High Commissioner, Geneva (1999-2001). He spent several years in many capacities as: Senior Protection Officer, Liberia (1996-1998); Protection Officer, Tanzania (1994-1996); Team Leader, Cross-Border Operations, Southern Somalia (1993-1994); Head of Field Office, Kenya (1992-1993) and Assistant Resettlement Officer, Kenya (1991-1992). For three months during 1991, he was a Volunteer with UNHCR at the Regional Office in Washington, D.C.

He began his career with UNHCR as a Resettlement Assistant in Sudan (1989-1991). Yacoub was Co-Founder and partner of Quadriga Company Ltd. in Khartoum, Sudan from 1986-1989.

Yacoub holds a Bachelor of Laws from the University of Khartoum, Sudan. He speaks Arabic and English.
