Allocation process

The HC allocates funding through consultative processes based on prioritized humanitarian needs and overarching strategic priorities at the sub-national level. There are two types of allocation modalities:  

  • Standard Allocations: Used to support the response when an allocation is less time sensitive than a Reserve Allocation. Typically, a large number of partners have the potential to deliver on the objective of the allocation, requiring a competitive process. These allocations take place against the backdrop of the HNRP.   
  • Reserve Allocations: Intended primarily to respond to rapid onset and unforeseen circumstances and address corresponding needs, including escalating armed clashes and natural hazards such as cyclones and flooding. For example, in 2023, the MHF allocated $7 million to kick-start relief efforts following Cyclone Mocha – the worst disaster in Myanmar in nearly a decade – which affected more than 3 million people countrywide.
