Eligibility

All non-governmental organizations interested in applying for Myanmar Humanitarian Fund (MHF) funding are required to participate in an eligibility process. To become eligible for direct funding, non-government partners need to fulfil the following three criteria:    

  • Pass the MHF capacity assessment  
  • Due diligence status in the MHF One Grant Management System be approved 
  • No outstanding MHF oversight and compliance issues 

  Briefly, the MHF capacity assessment process is as follows: 

Step 1: Prospective Partner Recommendation. Prospective partners are nominated through the cluster system at the sub-national level to undergo the eligibility process. Organizations wishing to become MHF eligible partners should express their interest to their respective sub-national cluster and area of responsibility coordinators. 

Step 2: Pre-assessment. Prospective partners must complete a self-assessment and preliminary screening questionnaire. The initial screening is to assess whether prospective organizations meet the minimum requirements to conduct an in-depth capacity assessment to determine their eligibility.  Prospective partners are required to register in the UN Partner Portal. After registration in the UNPP and successful completion of the preliminary screening, the prospective partner can request access to the CBPF Grant Management System (GMS) by contacting the OCHA Myanmar Humanitarian Financing Unit.

Step 3: Due Diligence and Capacity Assessment. For prospective partners who successfully complete the self-assessment and preliminary screening questionnaires, the MHF will conduct a full capacity assessment to determine the suitability of an organization for MHF partnership. The results of this assessment will decide the partner’s risk rating, which determines the amount of direct funding they can receive and the monitoring and reporting requirements for their MHF grants.
