The Humanitarian Coordinator (HC) of the country where an envelope is activated, is responsible for the overall management and the use of funds within the country envelope. The HC is responsible for chairing the Advisory Board which advises on the use of funds. On a day-to-day basis, the Regional Humanitarian Fund for West and Central Africa is managed by OCHA Regional Humanitarian Financing Unit (RHFU) on behalf of the HC. 

The Regional Humanitarian Fund for West and Central Africa is guided by the Global Country-Based Pooled Fund Guidelines. This guidance is reflected in the localized RHFWCA Operational Manual together with relevant annexes to provide technical guidance, tools and templates used in the management of the Fund. The funds contracted to partners are further subject to the United Nations Financial Regulations and Rules.
