Eligibility

The Sudan Humanitarian Fund (SHF) identifies relevant non-governmental organizations who are interested in applying for direct funding and not SHF partner yet. The SHF invites these partners to participate in an eligibility process to become eligible for SHF funding. To become eligible for direct funding, non-governmental partners need to fulfil the following three criteria: 

  • Passed the SHF capacity assessment. 
  • Due diligence status in the SHF One Grant Management System is approved. 
  • Has no outstanding SHF oversight and compliance issues. 

 Briefly the SHF capacity assessments is as follows:  

Step 1: Prospective partner prioritization/recommendation - Prospective partners are nominated through the cluster system to undergo the eligibility process.  

Step 2: Registration in the UN Partner Portal and the Grant Management System. OCHA Sudan HFU prescreens prospective partners by reviewing preliminary questionnaires and due diligence documents to assess suitability for an in-depth capacity assessment. Prospective CBPF partners are required to register in the UN Partner Portal (UNPP). After registration in the UNPP and successful completion of the preliminary screening, the prospective partner can request access to the CBPF Grant Management System (GMS) by contacting the Humanitarian Financing Unit. 

Step 3: Due Diligence and Capacity Assessment. Partners who meet all the above requirements in Step 2 undergo a comprehensive desk-based or on-site capacity assessment by the HFU. Based on the combined results of the assessment, eligible partners are then assigned one of three risk levels: High, Medium or Low.
