The Deputy Regional Humanitarian Coordinator allocates funding through consultative processes based on prioritized humanitarian needs and overarching strategic priorities. There are two types of allocation modalities:

  • Standard Allocations: Used to support the response when an allocation is less time sensitive than a Reserve Allocation. Typically, a large number of partners have the potential to deliver on the objective of the allocation, requiring a competitive process. The allocations take place against the backdrop of the HRP or other equivalent collective humanitarian plans.
  • Reserve Allocations: Intended primarily to respond to rapid onset and unforeseen circumstances and address corresponding needs. Rapid response to an unforeseen cholera outbreak in a particular geographical location is an illustrative example.

Information on the allocation process can also be found on the CBPF Global Guidelines and Syria Cross-border Humanitarian Fund Operational Manual.
