The Deputy Regional Humanitarian Coordinator (DRHC) is responsible for the overall management of the Syria Cross-border Humanitarian Fund and is accountable for the use of funds. The SCHF Advisory chaired by the DRHC and formed by UN agencies, NGOs and donor representatives advises on the use of funds and the governance of the SCHF. On a day-to-day basis, the Syria Cross-border HF is managed by OCHA Türkiye Humanitarian Financing Unit (HFU) on behalf of the Deputy Regional Humanitarian Coordinator.

The SCHF is guided by the Global Country-Based Pooled Fund Guidelines. This guidance is reflected in the localized SCHF Operational Manual together with relevant annexes to provide technical guidance, tools and templates used in the management of the Fund. The funds contracted to partners are further subject to the United Nations Financial Regulations and Rules.
