Eligibility

The Venezuela Humanitarian Fund (VHF) eligibility process begins with an open call to the humanitarian community within the country. This initiative allows for recommendations from cluster leaders, OCHA sub-offices, and various coordination mechanisms, ensuring a pluralistic and participatory approach. This inclusive process aims to engage with a wide array of implementing partners within the Venezuelan humanitarian response while promoting a collaborative environment for effective aid distribution.  

In Venezuela, potential partners undergo a preliminary questionnaire to assess their capabilities in using and managing standard financial, programmatic, and compliance manuals. This process ensures that partners can properly implement activities nationwide while adhering to VHF compliance principles. Prospective partners are required to register in the UN Partner Portal (UNPP). After registration in the UNPP and successful completion of the preliminary screening, the prospective partner can request access to the Country-Based Pooled Funds Grant Management System (GMS) by contacting the OCHA Venezuela Humanitarian Financing Unit. 

Following the preliminary assessment, OCHA conducts a full capacity assessment thorough a evaluation of the organizations' records, manuals, and procedures. This comprehensive review determines the organization's eligibility and subsequently assesses their risk levels. The in-depth scrutiny ensures that only those organizations that meet the stringent requirements are deemed eligible, thus safeguarding the integrity and effectiveness of the VHF's initiatives. Based on the combined results of the assessment, eligible partners are then assigned one of three risk levels: High, Medium or Low.  

By following these steps, the VHF ensures that NGOs and UN agencies receiving funds can deliver high-quality humanitarian assistance. The process underscores the importance of transparency, accountability, and adherence to established standards, thereby fostering a reliable and efficient humanitarian response in Venezuela.
