The Humanitarian Coordinator (HC) is responsible for overall Venezuela Humanitarian Fund management and is accountable for fund use. The VHF Advisory Board, chaired by the HC, includes UN agencies, NGOs and donor representatives and advises on the use of funds and the VHF governance. On a day-to-day basis, the VHF is managed by OCHA through its Humanitarian Financing Unit on behalf of the HC.  

VHF is guided by the Global Country-Based Pooled Fund Guidelines. This guidance is reflected in the localized VHF Operational Manual, along with relevant annexes used in the management of the Fund to provide technical guidance, tools, and templates to implementing partners. In addition, the funds transferred to partners are further subject to the United Nations Financial Rules and Regulations (FRR).
