The Central African Republic Humanitarian Fund (CAR HF) established in 2008, is a rapid and flexible funding mechanism supporting national and international non-governmental organizations and UN agencies, to respond to the most pressing or critical emergencies in the Central African Republic (CAR). Under the leadership of the Humanitarian Coordinator (HC) for the CAR, the CAR HF conducts timely allocation and disbursement of donor resources to the most critical humanitarian needs defined in the CAR Humanitarian Needs Response Plan.

The humanitarian crisis in CAR remains among the most severe in the world today. Violence by non-state armed groups and military operations continue to affect millions of people, compounded by a poorly performing economy and hyperinflation. In 2024, some 2.8 million people need urgent assistance in the country.  

The Fund is operationally managed by OCHA’s Humanitarian Financing Unit based in Bangui, which ensures that the CAR HF is managed from the epicenter of the crisis with allocation processes and monitoring close to partners and projects on the ground.  

Like all Country Based Pooled Funds, the CAR HF is designed to complement other humanitarian funding sources, such as bilateral funding and the Central Emergency Response Fund. The Fund remains a key vehicle for advancing localization.  To this effect, the Fund’s localization strategy has been designed to   increase the quantity of funding to national partners strengthen national capacities and role in governance of the Fund.
