The Columbia Humanitarian Fund will support the best placed local and national humanitarian actors, based on their capacity and operational presence, in line with its localization approach and HC’s Vision Paper. It explores partnership modalities with grassroots community organizations and civil society entities to develop capacity and broaden engagement, even if these entities do not meet minimum eligibility criteria.

The eligibility process for potential partners will be conducted regularly, according to the country eligibility plan, including due diligence and an initial capacity assessment process, which will determine risk levels and the operational modalities to work with the Fund. Eligible partners will be continuously assessed through a partner performance index, reporting and monitoring activities and audit processes.
