The Colombia Humanitarian Fund is part of the Latin America and Caribbean Humanitarian Fund (LAC HF), recently established by the Emergency Relief Coordinator and managed by OCHA. The Fund aims to support humanitarian action and address needs caused by armed conflicts and disasters, including those of refugees and migrants.

The Fund supports efforts led by the Colombia Humanitarian Country Team (HCT) to promote localization, ensuring equitable access to funding for local and national organizations through fair partnerships. It prioritizes community participation, integrated multi-sectoral approaches, the centrality of protection, gender equality and accountability to affected populations (AAP). The Fund focuses on serving vulnerable communities in remote or underserved areas and advocates for sustainable, innovative and decentralized support near affected communities, promoting approaches complementary to development work.

The Fund foresees its first standard allocation by the second part of 2024, based on donor contributions and the eligibility of local and national partners. Additional allocations will depend on new contributions. To optimize fund usage, allocation decisions will align with strategic and programmatic priorities, guided by the Humanitarian Response Plan for Community Priorities for 2024-2025. These priorities include rapid response to emergencies, enhancing community protection, and funding initiatives that focus on delivering solutions for affected communities.

Allocations will also focus on rural and peripheral areas with limited Government and humanitarian presence, as well as regions with difficult access and high conflict. Demographic priorities target those with severe needs, especially girls, boys, adolescents, women, and ethnic minorities identified as affected by conflict dynamics. Refugees and migrants in critical situations will also receive needs-based attention, without differentiation related to their status.

Programming priorities, backed by the Flagship Initiative, the Humanitarian Coordinator´s Vision Strategy for the Fund and the Fund Localization Note, push for community consultation and participation in project design and implementation, ensuring projects meet community expressed needs. Emphasis is on area-based programming for sustainable solutions, integrated multisectoral action to maximize impact and collaborative programming through consortia, joint programs or innovative processes.

How to contribute

OCHA encourages donors to contribute to the Fund, highlighting its role in advancing the localization agenda. The Fund seeks to attract new financing from traditional donors, Member States from the LAC Region, the private sector, and the Colombian civil society.
