Eligibility

Eligible EHF recipients include UN agencies, NGOs and the Ethiopian Red Cross. Non-governmental organizations and organizations of the Red Cross/Red Crescent movement that are registered in Ethiopia and are implementing humanitarian interventions can apply to become EHF implementing partners (IPs). Eligibility to the Ethiopian Humanitarian Fund (EHF) is open at the discretion of the Humanitarian Coordinator (HC), in close consultation with the EHF Manager, in order to address capacity needs deemed critical to meet the strategic aims and objectives of the EHF.

Eligibility determination follows a four-step process: 1) Preliminary Screening of Prospective Partners; 2) Registration in the UN Partner Portal (UNPP) and Grants Management System (GMS); 3) Due Diligence and Capacity Assessment; and 4) Assignment of Initial Risk Level.

To determine eligibility, the HFU assesses a partner’s capacity in four key areas: a) Governance and Institutional Capacity; b) Program and Partnership Capacity; c) Operational and Financial Capacity; and d) Protection from Sexual Exploitation and Abuse (PSEA). Eligible NGOs are then categorized according to a specific risk rating, which determines the minimum standard operational modalities applicable to the partner throughout the grant management cycle.
