On 4 December 2024, the Global Humanitarian Overview (GHO) 2025 will be launched in Geneva, Switzerland, Kuwait City, in partnership with the Government of Kuwait and Nairobi, in partnership with the African Union.

At a time of growing crises, the GHO 2025 will galvanize awareness of, and support for, the vital role of humanitarian action. The overarching theme of the GHO 2025 launch is “Strengthening Global Solidarity and Empowering Local Communities”, reflecting that the first response to every emergency is delivered by the communities impacted by it, and the commitment of the global humanitarian community to support those on the frontlines of the world’s crises, especially at a time when civilians, including humanitarians, are under unprecedented attack.

The year ahead presents a bleak picture: entrenched and increasing violent conflicts and violations of international humanitarian law are devastating the lives of civilians, while the global climate crisis is wreaking havoc for millions of people. Yet, despite the harrowing decisions made by humanitarians about who we will target for assistance, and what we will deliver, the funding outlook for our collective humanitarian work is bleak. As of 17 October 2024, only 35 per cent of the global appeal is funded and resourcing shortfalls have directly impacted the people in crises whom we serve. As 2025 approaches, it is more vital than ever that humanitarian assistance is fully resourced.

The GHO 2025 will present the global trends in crises and humanitarian needs, as well as how the humanitarian community responds to them. This document—produced by OCHA on behalf of the humanitarian community—will highlight the humanitarian community’s collective achievements, whilst highlighting the real costs for people in crisis when we are unable to respond.
