“With considerable consternation, that for a second day in a row in Dnipro, I have to visit an impact site of an attack by the Armed Forces of the Russian Federation. Last night we were here with our OCHA and UN colleagues in Dnipro. Overnight, we heard the loud explosions. Two people are killed. Two civilians. One is still missing. Buried somewhere under the rubble. They are searching for this person. At least 30 people were injured. The governor just told us 15 critically. This is unacceptable.  I was also very struck by a colleague telling us how helplessly she felt throughout the night, discussing with her daughter and feeling she could not do what she normally should do as a parent: to protect her daughter. Again, these attacks have to stop.”

Storyline
Overnight on 16 April 2026, multiple regions of Ukraine, including the cities of Dnipro, Kyiv and Odesa, were impacted by a large-scale missile and drone attack carried out by the Armed Forces of the Russian Federation. Explosions were reported across major urban centres, causing civilian casualties and damage to residential areas and civilian infrastructure. According to local authorities, the strikes resulted in multiple people killed and injured, with the toll expected to rise as emergency services continued search-and-rescue operations.

The video features Matthias Schmale, the United Nations Resident and Humanitarian Coordinator in Ukraine, who was on the site of the attack in Dnipro City in the morning of 16 April 2026.  

More than four years since Russia’s full-scale invasion (and twelve years since the start of Russia’s war against Ukraine in 2014) the war continues to cause widespread suffering across the country, with thousands killed, millions displaced, and extensive destruction.  

In 2026, 10.8 million people need humanitarian assistance. The Humanitarian Needs and Response Plan requires 2.31 billion dollars to reach 4.1 million people.
