In 2024, the National Government advanced social and economic policies to improve living conditions in vulnerable regions. However, emergencies arising from the armed conflict, climate disasters, and migration dynamics continue to create humanitarian consequences, especially in areas with limited institutional presence and resources. The convergence, recurrence, and prolongation of humanitarian crises in these territories are exacerbated by mixed dynamics of conflict, disasters, and migration, leading to more complex scenarios and posing significant challenges for humanitarian response efforts.
The Humanitarian Country Team (HCT) estimates that in 2025, 9.1 million people will require multisectoral assistance in Colombia.
The 2024–2025 Response Plan, updated for 2025, will prioritize localized and sustainable interventions, aiming to benefit 2 million of the most vulnerable populations, including ethnic communities, women, and children, with a required budget of $342 million.
The actions will focus on critical municipalities, with immediate interventions, protection, prevention, and coordination with peace and development efforts. These actions will promote institutional and community collaboration for context-adapted responses. This effort builds on the outcomes of the Flagship Initiative, strengthening the localization of interventions and focusing on communities, with the ultimate goal of gradually reducing their dependency on humanitarian assistance.
