Democratic Republic of the Congo - Eastern region: Overview of incidents against humanitarian workers (Jan - Sep 2025)
In September 2025, 46 incidents affecting humanitarian actors were reported, marking a notable decrease compared to the 80 incidents recorded in August. While the overall number of incidents declined, September was notable for its the severity of the incidents, with 10 kidnappings and 3 injuries reported.
Incident typologies followed the trends observed in previous months. Burglary, robbery, and intrusions accounted for 37 per cent of reported cases, while interference and restrictions represented 34 per cent, and intimidation, threats, or aggression constituted 25 per cent. These figures highlight the continued pressure on humanitarian operations, combining restrictions on access with episodes of violence against staff.
Geographically, 61 per cent of the incidents took place in North Kivu and 26 per cent in South Kivu, together representing the vast majority and confirming persistent insecurity in long-standing hotspots.
Meanwhile, fewer incidents were recorded in Maniema and Ituri (6.5 per cent each), with no severe cases reported.
