Asia Pacific Humanitarian Fund - 2025 Annual Report

In 2025, communities across Asia and the Pacific faced intensifying humanitarian risks driven by climate related disasters, economic pressures, and recurrent shocks. From monsoon flooding in South Asia to cyclone exposure in the Pacific, humanitarian needs are rising in face of more frequent and more complex disasters and a more volatile climate.

The Regional Humanitarian Fund for Asia and the Pacific has demonstrated its value as a flexible and strategic financing mechanism capable of responding rapidly while strengthening longer term resilience. Through timely reserve and standard allocations, the Fund enabled frontline partners to deliver lifesaving assistance in high severity contexts while also laying the groundwork for early recovery and anticipatory action.

In line with the Humanitarian Reset, the Fund advanced a more risk informed and locally anchored approach to humanitarian financing. Guided by the principle of as local as possible, as international as necessary, the Fund strengthened national leadership and community level implementation while leveraging international expertise and coordination where required to ensure scale, quality, and accountability. Protection, gender equality, disability inclusion, and Accountability to Affected Populations were systematically embedded across allocations, reinforcing principled humanitarian action.

The growing frequency of climate related hazards in the region underscores the importance of predictable and flexible pooled funding. Sustained donor contributions will enable the Fund to scale anticipatory action frameworks, expand cash-based assistance, deepen institutional strengthening of national actors, and reinforce complementarity across humanitarian and resilience financing streams.

A core strength of APHF lies in its robust due diligence, partner vetting, and capacity assessment processes, which ensure that partners meet fiduciary and operational standards while also expanding access for national actors. Allocation strategies are developed through risk-informed analysis and consultation with humanitarian partners, including alignment with HRPs, anticipatory action triggers, and cluster priorities, ensuring clarity on geographic and sectoral priorities.

At a time when needs are rising and resources are constrained; OCHA-managed humanitarian funds remain one of the most efficient and accountable ways to deliver timely assistance and drive system wide change.
