From October to end of December 2024, humanitarian partners reported a total of 62 access incidents across the country, reflecting a slight 8.8% increase compared to the third quarter of 2024, including five more access constraint reported this period. While the overall trend of incidents remains steady, however, there is notable shift in the types of access constraints reported this quarter. The number of "military operations and ongoing hostilities impeding humanitarian operations" rose from six in Q3 to eight in Q4, indicating an increase in conflict-related disruptions. Similarly, "restrictions on or obstruction of conflict-affected people's access to services and assistance" doubled from four incidents in Q3 to eight incidents in Q4., At the same time, a marked improvement was observed in "interference in the implementation of humanitarian activities," whose incidents dropped from 22 in Q3 to 14 in Q4. This significant reduction suggests progress in minimizing external disruptions to humanitarian operations, potentially due to enhanced coordination and understanding of operational dynamics. "Violence against humanitarian personnel, assets, and facilities" remained consistently high, with two more incidents, from 15 reported in Q3 to 17 reported in Q4, underscoring the persistent risks to aid workers and resources. "Restriction of movement of organizations' personnel or goods within the affected country" recorded a marginal increase, rising from 8 incidents in Q3 to 9 in Q4. Incidents attributed to the "physical environment" rose from one in Q3 to 5 in Q4, likely reflecting seasonal changes or infrastructural challenges impacting access. Additionally, one incident related to the "presence of mines and unexploded ordinances" was reported in Q4, compared to none in Q3.
