RESPONSE OVERVIEW

The 2025 Humanitarian Needs and Response Plan (HNRP) estimates that 5.98 million people need humanitarian and protection assistance in Somalia, a 13 per cent reduction compared to 2024. The 2025 HNRP requires US$1.42 billion to assist 4.6 million people, an 11 per cent reduction in the number of people targeted in 2024. The plan prioritizes integrated responses in 10 districts. Despite some improvement, close to half of Somalia’s population (47 per cent) is affected by recurrent climate shocks especially floods and drought, conflict, disease outbreaks and displacement that disrupts lives and livelihoods. At least 4.6 million people are facing high levels of acute food insecurity, and 1.8 million children are likely to suffer from acute malnutrition. Women, children, minorities and indigenous peoples are most vulnerable.
