Syrian Arab Republic: Press release by the Humanitarian Coordinator for Syria, Adam Abdelmoula, on the Extension of the 2025 Syria Humanitarian Response Priorities (Jan - Dec 2025) and the Urgently Prioritised Humanitarian Response Priorities [EN/AR]
Damascus, Syria, 24 July 2025 — The United Nations Resident and Humanitarian Coordinator in Syria, Adam Abdelmoula, has launched today the extension of the 2025 Humanitarian Response Priorities, appealing for $3.19 billion to support 10.3 million people in need through December 2025.
The revised appeal builds on the existing Humanitarian Response Priorities, focusing on areas facing the most severe conditions. It targets locations classified under severity levels 4 and 5 and outlines $2.07 billion in urgent requirements to assist 8.2 million people.
This comes amid critical funding shortfalls. By mid-2025, only 15.9 per cent of the initial $2 billion requirement had been funded. In 2024, only 36.6 per cent of the Syria Humanitarian Response Plan was funded, marking one of the lowest levels in the crisis’s history. With the launch of this extension through December 2025, current funding stands at 11 per cent.
“This extension is the first to be developed in-country, in close consultation with partners and authorities, and it underscores our ongoing commitment to the people of Syria,” said Adam Abdelmoula, UN Resident and Humanitarian Coordinator. “We are putting the people of Syria at the center of our humanitarian response by addressing their priority needs.”
Abdelmoula also expressed his appreciation to the Interim Government for its collaboration and support in preparing this extension of the Humanitarian Response Priorities through December 2025.
