Background

In June 2024, the Response Analysis and Targeting Task Team (Task Team 1) under the Cash Working Group (CWG) initiated a revision of the Rapid Multipurpose Cash Assistance (RapMPCA) framework, which had previously been revised in May 2023. This revision was driven by the shift from blanket targeting to more specific, shock-related targeting, addressing the partners' need for enhanced operational guidance.

The revised framework encompasses the definition of RapMPCA, the eligibility criteria, geographical priorities, assessment indicators, verification methods, as well as linkages to the Regular MPCA framework. It is designed to serve as a decision tree to assist partners in quickly determining who is eligible for multi-purpose cash assistance. Additionally, this decision tree aims to simplify communication with the affected population and other stakeholders. From March 2024 until August 2024, partners reported 390,360 individuals receiving Rapid and Regular MPCA, of which 192,074 received Rapid MPCA representing 49% of the total caseload reported. The majority (45%) of those assisted with Rapid MPCA were in West and Center of the country, mainly in Kyivska (31,524 individuals, 16%) and in Sumska (22,052 individuals, 11%), followed by the East (38%) mainly in Kharkivska (15%), Donetsk (10%), and Zaporiz'ka (7%)
