Ukraine Humanitarian Fund: 2025 First Standard Allocation Dashboard (As of 30 June 2025) [EN/UK]
Through the First Standard Allocation of US$88.6 million in 2025, the Ukraine Humanitarian Fund (UHF) aims to support newly placed internally displaced people, returnees, people living at the front line and areas affected by ongoing hostilities. Priority is given to extremely vulnerable people and locations of highest severity. In particular, the allocation targets support and essential services for (i) vulnerable newly displaced individuals from front-line areas, (ii) people living in front-line areas and areas affected by ongoing shelling, and (iii) strengthening the capacity of smaller Women’s Rights Organizations (WROs), organizations of people with disabilities (OPDs) and organizations representing Roma and LGBTQI+ communities. The allocation aligns with re-prioritized activities under the 2025 Humanitarian Needs and Response Plan and demonstrates the UHF’s flexibility to adopt and support local partners during the challenges of the humanitarian reset.
This allocation aims to reach nearly 540,000 people, including nearly 110,000 children and people with disabilities. Funding will be disbursed among more than 40 humanitarian partners, with approximately US$19.8 million allocated to the Protection Cluster, $13.1 million to the Shelter and Non-Food Items Cluster and $11.2 million to the Health Cluster areas of intervention, mostly in the regions along the front line.
The allocation reinforces the UHF’s ongoing commitment to localization by promoting the participation and capacity development of Ukrainian organizations, including national and local NGOs, Civil Society Organisations (CSOs), and volunteer groups capable of providing principled, context-specific last-mile assistance, especially in hard-to-reach areas. Specifically, the allocation supports local women’s rights organisations and groups serving marginalized communities. Furthermore, nearly 70 per cent of the allocation is channelled through national organizations, either as direct recipients or as sub-implementing partners. This funding is crucial amid the global challenges faced by humanitarian financing this year.
