Venezuela: Extensión del Plan de Respuesta Humanitaria 2026 [EN/ES]

La extensión del Plan de Respuesta Humanitaria (PRH) para 2026 define las líneas estratégicas del Sistema de las Naciones Unidas y sus socios humanitarios para contribuir a la atención de las necesidades humanitarias más urgentes en Venezuela. La respuesta se centra en las personas que se encuentran en situaciones de mayor vulnerabilidad, en un contexto marcado por presiones socioeconómicas persistentes, un acceso limitado a servicios básicos y choques recurrentes, y se rige plenamente por los principios de humanidad, neutralidad, imparcialidad e independencia.

En el marco del proceso del “reinicio humanitario”¹, el Plan orienta una respuesta focalizada, basada en evidencia y centrada en las personas, con énfasis en acciones multisectoriales esenciales que contribuyan a preservar la vida, la dignidad y el acceso a servicios básicos. El Plan continuará impulsando acciones coordinadas en las siguientes áreas: salud de la población; seguridad alimentaria y nutrición; prestación y acceso a servicios básicos; educación; prevención y mitigación de riesgos de protección; movilidad humana; y preparación y respuesta ante emergencias. La implementación del Plan se desarrollará a nivel municipal, con el objetivo de fortalecer la presencia operativa de los socios, mejorar la articulación territorial y favorecer una respuesta más oportuna, complementaria y contextualizada, en coordinación con las autoridades competentes y otros actores relevantes. De forma transversal, se integrarán los enfoques de igualdad de género, centralidad de la protección y localización, garantizando que las acciones respondan a las necesidades diferenciadas de mujeres, hombres, niñas y niños, y que se potencie el rol de los actores locales en la respuesta.

El Plan tiene como objetivo llegar a 5,5 millones de personas identificadas como las más vulnerables en los municipios prioritarios y requiere 632 millones de dólares para prestar una asistencia humanitaria vital que salve vidas.

The extension of the 2026 Humanitarian Response Plan (HRP) defines the strategic framework through which the United Nations system and its humanitarian partners will address the most acute humanitarian needs in Venezuela. The response focuses on people in the highest situations of vulnerability, in a context shaped by persistent socio-economic pressures, limited access to basic services and recurrent shocks, and is fully guided by the principles of humanity, neutrality, impartiality and independence.

Within the framework of the humanitarian reset process¹, the Plan guides a focused, evidence based and people centred response, with an emphasis on essential multisectoral actions that contribute to preserving life, dignity, and access to basic services. The Plan will continue to promote coordinated actions across key sectors, including health; food security and nutrition; access to basic services; education; protection and protection risk mitigation; human mobility; and emergency preparedness and response.

Implementation will take place at the municipal level to strengthen partners’ operational presence, improve territorial coordination, and enable a more timely, complementary, and context specific response, in coordination with competent national and local authorities and other relevant actors. Gender equality, the centrality of protection and localization are integrated as cross cutting approaches, ensuring that actions respond to the differentiated needs for women, children, the elderly, people with disabilities, indigenous communities, people on the move, and LGBTQ+ individuals, while strengthening the engagement, leadership, and participation of local actors throughout the response.

The Plan aims to reach 5.1 million people identified as the most vulnerable across prioritized municipalities and requires US$632 million to deliver life-saving assistance.
