In November 2022, the then Emergency Relief Coordinator (ERC), Martin Griffiths proposed an “initiative to pilot a people-centred, agile, locally driven response in a number of countries" to the Inter-Agency Standing Committee Principals. Subsequently, the Flagship Initiative (FI) was launched in early 2023 with a three year duration, as a humanitarian change process initially based around four country pilots (Niger, South Sudan, Philippines and Colombia) and now with strong interest from some other countries.

This mid-year learning report has a technical focus looking at progress and learning to date around three thematic areas: CE, decentralised coordination, and financing and planning. It follows on from the first year Flagship Initiative learning report, which documented the conceptual, administrative and partnership-building measures required to get the FI off the ground, as well as explaining the barriers to truly putting people at the centre of responses.
