Flagship Initiative Practice Archive

This document brings together experiences, practices and lessons learned from the Flagship pilot countries over the three years of the initiative (2023-2025). The approaches described correspond to the context in which they were developed and implemented. As such, they are not prescriptive models for direct replication in other settings. Rather, this document aims to capture these processes and insights emerging from them, highlighting both achievements and challenges encountered along the way.

By documenting these experiences, the report seeks to contribute to shared learning and reflection, especially in the context of reform during the humanitarian reset. The practice notes contained in this report were developed as internal reference documents, some of them while being implemented, and are published here in their original, unedited, format for reference and learning purposes.
