Inter-Agency Coordinated Appeals: October Update

Requirements for the Global Humanitarian Overview reached almost $56 billion to assist 250 million of the 365 million people in need.2 (This amount does not include the update of the Flash Appeal for the Occupied Palestinian Territory released on 6 November for updated amount of $1.23 billion, which brings total requirements to $56.8 billion.)

Donors have provided $18.3 billion as of end-October for the plans in the GHO, which represents 33 per cent of the total funding required this year. This is considerably less than the $20.7 billion or 41 per cent of requirements recorded at the end of October 2022. These figures are additional evidence for the worrying trend observed over the past months, indicating that funding in 2023 will not reach the level of 2022, despite requirements that are more than $5 billion higher. This alarming situation is illustrated in the graph below.

The first two quarters of 2023 showed a better start compared to last year in absolute terms with more than $16 billion recorded for the plans in the GHO, which is higher than the almost $12 billion recorded by the end of the second quarter in 2022, and significantly higher than the less than $10 billion recorded in both 2020 and 2021.

Unfortunately, this positive trend did not continue in the third quarter. The funding reported from July to end of September was $1.2 billion less than at the same period last year, and only $657 million of additional funding was recorded during the month of October. Humanitarian partners are facing difficult choices about who they can assist with the limited funding available.

In addition to concerns regarding overall low funding levels for the GHO, twenty-three of the 45 inter-agency response plans (51 per cent) are currently funded below the global average of 33 per cent. The following eighteen plans have less funding recorded and less coverage of requirements than at the same time last year: Afghanistan, Cameroon, Central African Republic, Ethiopia, Guatemala, Lebanon, Madagascar, Mali, Mozambique, Niger, Nigeria, Occupied Palestinian Territory, Somalia, Yemen, and the regional response plans for South Sudan, Ukraine and Venezuela.

The gap between financial requirements and resources currently stands at $41 billion.

An additional $6.6 billion of humanitarian funding has been channelled outside the GHO, bringing total humanitarian funding to $25 billion. This is $3.4 billion less than reported by donors and humanitarian partners at the same time last year.
