This evaluation report presents a comprehensive assessment of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA)’s efforts to enable collective Accountability to Affected People (AAP) across the humanitarian system from 2022 to 2024.

Conducted at a pivotal moment amid deepening global crises and the launch of the Humanitarian Reset, the evaluation explores how OCHA’s mandate, coordination role, and strategic access position it to champion AAP. It highlights progress in integrating AAP into pooled funds, coordination mechanisms, and strategic planning, while identifying persistent gaps in institutional coherence, leadership clarity, and responsiveness to community feedback. The report offers four actionable recommendations to embed AAP as a core way of working, strengthen cross-cutting synergies, and ensure that humanitarian decision-making is systematically informed by the priorities of crisis-affected communities. This evaluation serves as both a reflection and a roadmap for OCHA’s continued leadership in advancing inclusive, accountable, and effective humanitarian response.
