Humanitarian Context and Allocations

In 2024, an estimated 18.2 million people in Yemen required humanitarian assistance and protection services, while approximately 17.6 million faced acute food insecurity. Malnutrition rates were alarmingly high, with nearly half of all children under five years of age suffering from moderate to severe stunting. About 4.5 million people remained internally displaced, many experiencing multiple displacements over the course of the conflict. Although a de facto continuation of the UN-brokered truce, which formally expired on 2 October 2022, offered some respite, the overall humanitarian situation in Yemen remained precarious. Based on the ongoing operational environment, the humanitarian response was adapted to strictly focus on life-saving and life-sustaining activities in line with the programmatic approach endorsed by the UN Secretary-General and the Emergency Directors’ Group in August 2024.
