Interested non-governmental organizations (NGO) participate in a three-step eligibility assessment process to become eligible partners and apply for direct funding under the Fund allocations. 

Prospective partners wishing to go through the eligibility process are requested to contact the Latin America and the Caribbean Humanitarian Fund (LAC HF) Manager to undergo a prescreening process. If they pass this step, they will be able to go through the full eligibility process.

Step 1: GMS registration — Prior to starting the full eligibility process, prospective partners undergo a preliminary screening Prospective partners are required to register in the UN Partner Portal and must obtain access to the One Grant Management System (OneGMS). If deemed eligible, a copy of the organization’s official registration certificate indicating the organization’s full name and an official bank letter including the account name (as shown on the official registration certificate) and banking information are required at this stage of the process, to register the organization on OneGMS in close coordination with OCHA HQ. 

Step 2: Due Diligence — Once granted access to OneGMS, prospective partners submit a full Due Diligence form via this online platform. A thorough review of Due Diligence applications and documents is then performed to ensure that partners meet the minimum requirements to be eligible for funding by the LAC HF. 

Step 3: Internal Capacity Assessment — Partners who meet all the above requirements undergo a comprehensive desk-based or on-site capacity assessment by the Regional Humanitarian Financing Unit. Eligible partners are then assigned one of the three risk levels: High, Medium or Low.
