The Ukraine Humanitarian Fund (UHF) which was established in 2019, is a rapid and flexible funding mechanism supporting national and international NGOs and UN agencies responding to the most pressing or critical humanitarian emergencies in a fast-changing environment. 

The war in Ukraine continues to ravage front-line communities, causing forced displacement, inflict immeasurable human suffering, deaths, and destruction, putting millions at risk of serious violations and generating grave humanitarian needs. In 2024, over 14.6 million people – about 40 per cent of the Ukrainian population living in Ukraine – will need humanitarian assistance. 

The UHF is the largest Country-Based Pooled Fund (CBPF) in the world, receiving nearly 17 per cent of the total contributions for the CBPFs globally in 2023 and 7 percent of the total Humanitarian Response Plan funding for Ukraine that year. Under the leadership of the Humanitarian Coordinator, the UHF supports the timely allocation and disbursement of donor resources to the most critical humanitarian needs defined in the Ukraine Humanitarian Needs Response Plan. 

Like all CBPFs, the UHF is designed to complement other humanitarian funding sources, such as bilateral funding and the Central Emergency Response Fund.
