Humanitarian Needs and Response Plan

As Ukraine enters the fifth year of full-scale war, the humanitarian crisis remains severe, driven by relentless attacks on civilians and critical civilian infrastructure, recurrent displacement and the systemic degradation of essential services.

Across the country, people experienced a sharp escalation in the intensity and geographic reach of attacks in 2025. Strikes have increasingly hit homes, hospitals, schools, energy facilities and transport networks. Nearly 90 per cent of strikes and more than half of civilian casualties occurred within 20 km of the front line, where entire communities were devastated.

Front-line shifts and deteriorating security situation have triggered new waves of displacement, increasing the need for support for vulnerable evacuees along their journey from their places of origin through transit centres, and for some temporary accommodation in collective sites.

Protection concerns are rising, especially for older people, single women-headed households, children and displaced families who face disproportionate vulnerabilities and additional risks, including gender-based violence, trafficking, sexual exploitation and abuse. 

In Russian-occupied areas, nearly one million people face severe needs due to insecurity, ongoing human rights violations and intensified protection risks, including conflict-related sexual violence.

In 2026, UN and partners need US$2.3 billion for 4.1 million people prioritized for assistance. The assistance will focus on front-line response, countrywide support for those newly displaced and evacuated from high-risk areas, emergency assistance for those affected by strikes and protection support for vulnerable internally displaced people and severely vulnerable groups at risk of not being covered by social protection networks.

The Ukraine Humanitarian Fund

The Ukraine Humanitarian Fund, which was established in 2019, is a rapid and flexible funding mechanism supporting national and international non-governmental organizations and UN agencies responding to the most pressing or critical humanitarian emergencies in a fast-changing environment. The Ukraine Humanitarian Fund is the largest Country-Based Pooled Fund (CBPF) in the world, receiving nearly 17 per cent of the total contributions for the CBPFs globally in 2023 and 7 per cent of the total Humanitarian Response Plan funding for that year.
