In 2022, Venezuela showed signs of economic stabilization and growth. Despite this, people still face socioeconomic challenges, such as limited access to essential services and to economic opportunities for the most vulnerable people. People continue to leave and return to the country. The 2022 rainy season heavily affected tens of thousands of people due to overflowing rivers and landslides, damaging small businesses and affecting small producers.

Venezuela’s GDP is projected to grow by 5 per cent in 2023, due to an increase in national oil production and high international oil prices owing to the war in Ukraine. These trends could generate more investments in essential services and economic recovery. However, they will be limited by the impact of broad sectoral sanctions, and they are unlikely to translate into immediate changes for the most vulnerable people, who will continue to require humanitarian assistance. 

The Humanitarian Response Plan (HRP) for 2022-2023 aims to assist 5.2 million people out of a total population of more than 28 million.

As of October 2022, the humanitarian response had reached 2.2 million people throughout the country, expanding to previously hard-to-reach states, such as Indigenous areas in Amazonas and Delta Amacuro. The HRP prioritizes improving essential services, restoring people’s livelihoods and strengthening their resilience.
